The District of Columbia’s Requirements for CAPCO Program
Qualified Investments

In order to be considered for investment, please fill out and submit the following online form, or download the printable PDF version that can be mailed or faxed to the DC CAPCO offices.

In order to qualify for consideration for investment from the three DC CAPCOs, a business must answer “Yes” or "Not Certain" to each of first six questions listed below (each question represents a statutory requirement for participation in the DC CAPCO program):

1. Is your business’ headquarters and principal operations located within the District of Columbia?

2. Are 25% of your business’ employees DC residents?

3. Do 75% of your business’ employees work in DC?
Yes No
4. Does your business qualify as a “small business concern” as defined by the US Small Business Administration’s requirements for SBA loan applicants (click here for more information on SBA qualifications)?

5. Your business must be able to certify that it has attempted and failed to obtain conventional financing as evidenced by a letter from a financial institution asserting that it considered and declined your business’ request for conventional financing. Can your business qualify on this provision?

The District’s CAPCO Program rules prohibit investments in: businesses that are regional or national franchises; businesses that are primarily engaged in real estate development or leasing projects; businesses that are primarily engaged in insurance; and businesses that are engaged in the provision of professional services of accountants, lawyers, or physicians. Does your business qualify on this provision?

The District’s CAPCO Program rules encourage investments in businesses in the following categories: healthcare services, information technology, environmental services/technology, internet information providers, communication services, biotechnology/research services, multimedia/graphics software, business management services, financial services (excluding those primarily engaged in insurance), and restaurants.  Does your business qualify on this provision?
